For early practice, keep the maximum total small enough that students can focus on the strategy rather than large-number place value. Increase the range only after the addition structure is secure.
Use No regrouping when the lesson is about lining up place values or building fluency before carrying is introduced. Use Require regrouping when every generated problem should include at least one carrying step.
